Can anyone tell me what this is?

Can anyone tell me what this is?

Hello,
I'm attempting to identify this tool.
The only markings on it are BLUE-POINT, KENOSHA, WIS. U.S.A. ( no part numbers )
There is a floating metal pin thru the center of it, it is 1/8 thick 2 -3/4 long 1 -1/4 wide.
It is at least 30 years old, based on the amount of time that we have had it.

Any help would be appreciated

Your What is this tool is used for holding an adjoining adjustable lifter so you can adjust the one next to it. Once the tool was slipped around a lifter the pin was pushed in to keep it from falling off. If you have ever tried adjusted lifters you would appreciate this tool.
