S9580 Universal Joint Assembly Tool

Dug out this S9580 Universal Joint Assembly Tool. Was it common for Snap-On to issue tools before their patent was approved? The date mark looks like a question mark.

The date mark kinda resembles the one used for 1947 ............ ?
