Does it say Snap on on it? Is there a date code? Looks like it may be missing something that was pressed in where the hole is.

I believe what you have is a Snap on special tool used to torque the stab horn nuts on US Navy FA18 heritage (A-D) model aircraft.
This was later changed to a B suffix with black oxide finish and different with modified clearance.
