What is this roller/cart thing?

What is this roller/cart thing?

Hi folks,

I inherited a large collection of tools and I'm going through things… But this one has me stumped.

What is this?? (Wheel chocks for scale…)

At the moment, I'm using it to roll around my Grandpa's KR-58 from the early '60s when I take it out of my work van.

But what was it supposed to be used for? :) The casters underneath are VERY heavy duty, it rolls better with a 200lb box on it than it rolls empty!

yes it is the base for the old wheel balancer someone just removed the posts, the logo on the front is the most valuable part.
