Two types of NS-4C nut spinner speeders. The NS-4C was made from about 1939-48. the early versions have the offset head with a more rounded fork and more crude pin. later in about 46 the head looses the offset, the forks are thicker and the pin has a finished look.
In the pic, the top has a 46 code (odd 46) and the bottom has a 42 code.
