Yes, that's what it looks like. I just don't understand how that is a gray color?

This is a picture of the paint cap with the underside of one of the toolbox drawers. I can see brushmarks, it looks like the box has been painted before; if it was it must've been a long time ago. I really want to just clean it up and use it, for me the paint is close enough.
I also included a picture of the the toolbox decals jimenginedecals has available on ebay. The picture doesn't do the decal justice, they're really nice looking!

That is a close match. Now I am wondering if that would be the color of the 9/32 gray midget boxes as well.
